Dave,
It would be best if your Tortoise pin 5 'GND' connection ONLY connects to one of the two 'GND' terminals on the same AIU that is reading the data. That would put it closely parallel with your two position data lines and make it noise resistant. If you ground it anyplace else then any noise between layout grounds (and there always will be) shows up as noise on the data lines.

JMRI (PanelPro) certainty supports the NCE AIU board, which connects to the Cab Bus (not the DCC Accessory Bus).
The Switch-8 connects to the DCC Accessory Bus.
There is one error in your diagram:
- Pin 5 of the Tortoise needs to go the the GND terminal of the AIU board (Cab Bus ground). It does not connect to the Switch-8 in any way.
