I have tried all ways to get around this but still can not open it says malware infection File Rep Malware
You may have to temporarily disable antivirus protection. This is a problem users of some antivirus software face every time we release a new JMRI version and there's little we can do to prevent this false reporting.
We are assuming you have downloaded JMRI from our website and not a third-party website (we can't vouch for them).
If you do a search for "malware" on this list you'll find around 100 hits reporting this type of issue as we release new JMRI versions.
