ISSUE SOLVED!
The WinXP console file identified the?url= C:/Program Files (x86)/. This path was only used in the original install of JMRI on the Win7x64 system.
I checked the signal head icons for IH4042 on WinXP and discovered there was NO "Green"; specifically there was a "Green Flashing", "Red", "Red Flashing", "Yellow", etc. The "Green" was missing completely from the "Searchlight" Icons.
On a hunch, I opened the file using Win7 and all eight signal head icons were available to be modified, but the "Green" has no icon assigned. I immediately assigned a icon-aspect-searchlight "Green Short Left" to the "Green" and saved the configuration/panel with a new name.
Move the new layout panel via USB drive to WinXP computer. It loaded without incident.
The cause of failed portability of the icon has been identified in the original file as one of the eight icons was a "blank" icon.?The file fails to display the item at all?after moving the file to another computer.

Removed script C:\Program Files\JMRI\jython\TurnOffXmlValidation.py from WinXP and restarted JMRI.
Upon loading the same file; the "Error during loading" window reported:
Parse error while parsing file C:\Documents and Settings\Robert\JMRI\My_JMRI_Railroad\Roberts%20Layout40.xml Exception: org.jdom2.input.JDOMParseException: Error on line 2817: cvc-identity-constraint.4.2.2: Duplicate key value [LT11 DS TR] declared for identity constraint "signalElementName" of element "signalelements".
