Reinstalled
Java 1.8.0_191 on Win7. Same install failed to complete on WinXP. Successfully installed
Java 1.8.0_144 on WinXP after working through the more current versions sequentially.
Installed JMRI?version 4.13.5 on both computers (using only default file locations.
Moved layout files to default user file location on Win7.
Inserted TurnOffXmlValidation.py on both computersOpen PanelPro on both computers with the following Console Logs:

Opened each layout file on Win7?(10) and made minor change to each?before saving them.
Copied all layout files to USB Drive and moved them to WinXP default user file location.
Opened layout file on WinXP with the following result.
Popup windows "Icon Not Found"
Icon file for SignalHead "IH042": icon "Green" not found.
No icon will appear for this in the panel.
Enter the correct file name in the text box or drag an icon
from the diretories below into the text box.
Press [Continue] to use file name in text box for the icon.
Press [Delete] to remove the icon when panel is saved.
Save the panel to make these changes permanent.
Select [Ignaoe Errors] and no further messgaes will be posted.
