I had to take a few days off, but having got back things are no better. I have placed a system console file in the Problems Being Worked On folder. I tried to also include a screenshot but that was not permissible. The salient points from that are that along the bottom it says, "Service Mode Programmer Expressnet is Online" and "Operations Mode Programmer is Online". I cannot, however, get the yellow-green Unknown button to change, and the same applies if I open up a throttle.
Whenever I try to do anything the screen freezes for well over 60 seconds each time ... I see reference to a lot of timeouts in the log.
And as per usual, when I close DP and restart it I always get a message that DP is still running, even though Task Manager shows nothing running.
Before this latest session I did complete uninstalls and reinstalls of both Java and DP, and in the process deleted every reference to JMRI in the PC. This was confirmed by my having to create a new roster and new preferences for the LiUSB.
I'm at my wits' end.

Throttle labels: words vs F numbers
Those are based on the roster entry for that loco. If there is a roster
entry, and the entry has labels, you get them instead of the function
numbers.
Use the Help->System Console
If you have it open when you are trying things, and a whole bunch of lines
scroll past, that says something happened, and it likely was bad. Cutting
and pasting from that to an email will help other spot things. Like you try
doing XXX, and message YYY shows up, posting that will likely find somebody
who can explain it and offer help.
Edit->Preferences->Defaults
Here you generally want all of them selecting the connection of the command
station.
