If the Signal Mast is built using already-defined DCC Signal Heads, the offset is accounted for.
I'm not an expert in Signal Masts, but if there is somewhere in there where you have to enter a raw DCC Signal Address, that part of JMRI needs upgrading as well. When NCE's first signal decoder was released, my memory is that I had to add the offset checkbox then, but couldn't find any other location to add it to.
But I can't check at present and won't be able to for some time. I also don't know my way around Signal Masts. Someone else may have to look into it for you.

Should a box be available for "Offset Address" when using a DCC Signal Mast Decoder with an NCE DCC system or is this offset address taken care of internally in JMRI?
