I had a similar experience last week migrating JMRI to a new(er) laptop. I installed Mint 18.3 and following instructions on the JMRI web site, installed Oracle java 8. The initial execution of Decoder Pro went through the initializing process ok. When it finished, but before terminating it, I could open the PanelPro menu, but from there could not open the Edit/Preferences. After terminating that session, if I tried to launch PanelPro, it showed the gray JMRI splash screen and started the Loconet Simulator window, but froze right there.
After several variations, I installed Mint 18.3 from scratch again, then tried java -version. It told me that no java was installed, but that the distribution included packages for java 8 and java 9. I used the Software Manager app to install "default-jre". It installed openjdk-8-jre. I installed JMRI, and PanelPro appears normally and seems to work properly. I am only using the Operations features, so this is not a complete test, but it may be worth trying on your system.
My conclusion is that there is some issue with the Oracle package on Mint 18, perhaps a dependency or compatibility problem, but the openjdk built in to the distribution avoids the problems.
I just migrated to this new laptop last week and don't have much invested in it yet, so if there is some test I could run to narrow down the problem, let me know.
