Ted,
You say you have the functions on both units set to respond to the consist
address. Set the functions you want to stay off on the second unit to
respond to locomotive address only.
Correct.

Wil,
More accurately, NCE uses the lead unit address as an ALIAS for the consist
address. The command station still sends its orders to the consist
address. Otherwise the other units would not move when the lead unit does.
When addressing a consist, NCE command stations:
- Always sends speed commands to the consist address.
- Always send function commands to the lead loco alias (or rear if you select it)
- Sends function commands to the consist address, provided Send Function Commands to Consist is turned on in Setup Command Station (need the NCE throttle to check this)
- Automatically reverses the direction of speed commands to the consist address if you have selected the rear loco.

When using advance consisting with NCE, what you say is usually true,
sometimes you have to adjust, I think, CV21 and CV22 to get the lights
right. However, with NCE you run the consist with the lead engine
number as the address, NOT the consist address. If you use the consist
address the same information will be sent to every loco in the consist.
