They are BD20’s with a common ground using inputs 1-4. Four having the same

Any chance you have more than one feed to those track sections?
Try disconnecting the line from the BD20 to the track. If the the loco still runs in the block, your wiring is providing more than one current path to the block, hence the BD20 isn't seeing all the current.
