Could the difference be that one library contains unemptied discarded photos while the other has deleted photo folder empty. Does iPhoto count discarded items?

2. On her old computer, I could connect that external HDD, open each Photolibrary that ¡°works¡±, create a new folder on the HDD, do a Select All, and drag all the photos and videos to a folder [one folder for each Photos library I can open].
3. Connect the external HDD to her new MB Pro, select all the photos in one folder and Import them into Photos on the new computer. ?Any duplicates would be identified and could be ignored/not imported
4. ?She is then stuck with the monumental task of sorting them info folders.
Question: ?There is no way to import the folders she has organized in the old Photolibraries is there??
