I setup my kit and I was able to send an UnTUNE (turn off the external tuner) command to the radio with CI-V Scout. Colin mentioned the FTDI driver version, that might be your next step. I have really nothing on the laptop other than some radio docs and couple of programs. I mainly use the 7000 along with this laptop when doing POTA while camping.
