There is documentation available on 'opening up' the IC-7000 to access out of band frequencies for use on MARS, CAP, Coast Guard Auxiliary, etc.?authorized frequencies.? Would that procedure allow Silas to setup his special repeater split?

I am setting VFO A to 433.600 and setting VFO B to 423.600 PL tone 100. the screen shows FM-TONE on TX frequency. Turning on split, and storing into memory. Will not key up. When I do key it shows VFO B frequency on the screen and tone. It's also showing "-10.00M" @ bottom of screen, but no TX light.
I have verified other split frequencies to work, and all simplex, and other set repeaters work fine. It just seems to be this one repeater.
Any Ideas?
