While I don't have the RT Systems software, I can at least tell you
what is probably happening - and maybe you can tell them and they can
fix it.
It *is* actually possible to adjust the Attenuator, IPO, AGC, power,
radio version, etc. setting via the serial port, but in short, what is
happening is that bit 4 of the 3rd byte of the memory associated with
what you are writing (i.e. memory number, or the memory associated
with the current band/VFO) is being inadvertently set and the
Attenuator is being activated(i.e. the 3rd byte also selects the
CTSSS/DCS tone mode, and IPO.)
