You cannot simply cut the legs off. The encoder has two large mounting lugs that are soldered to big copper pads on the pcb, and you cannot just cut these off without causing damage.
I highly recommend getting a plunger solder sucker. They are not expensive and they will help. I also think chipquik would help.
