I have a BF631 and bought my Mortiser and cart right from Felder in about 2014. Everything went together. I can take pictures and or measurements of anything you need.

Here are some photos of part 71 with the lever attached. There is a cam at the end and two rounded slots that a spring loaded ball bearing fit into to hold the lever in the up position while the mortiser is slid into place.?
