Mike, I also bought my 97 EVC at Sprlingfield VW, I found the
salesperson I used to be especially untruthful. We had agreed that when
I was going to pick it up that he would have the propane in it and we
could test all the appliances. After driving down from Columbia MD, he
said that the law forbids them to have vehicles on the lot at any time
with propane in them. He also didn't know how they worked. I later
wondered how the heck you would bring your EVC in for maintenance!

My old EVC dealer directory dated 1997 only shows one dealer in Virginia
that carries EVCs and that's Springfield VW in Springfield up in northern
VA. I live in Maryland and purchesed my 97 there. I'd suggest calling
the VW 800 number(1-800-DRIVE VW) to see if there are any closer to
Richmond.
