Dave,
I checked with my friendly neighborhood VW dealer on this. It requires
changing out the light switch for one that has a pull out switch for the
fog or driving lamps. Can't recall just what the total cost for the
parts was going to be, but it was so far out of reach that I completely
gave up on the ides (seems like it was 1200 or so).

for the FRONT foglamps (housing, lamp, gaskets, etc.) for a 99 EVC. I'm
assuming that the recess that exists below the head lights, is removable
and fog light assemblies will fit within the openings. Also, is there any
chance that there is an extra lead or two in one of the wiring harnesses
that just happens to be intended for the fog lamps?
