Many microcontroller based WSPR (and some other modes) transmitters use the PPS to time the TX because microcontroller crystals won't keep accurate enough time when run over long periods of time.?
Also, since the WSPR TX frequency window is only 200 Hz wide (per band), many use the PPS to correct the frequency to keep in within the window over varying operating conditions (in place of a TCXO).?

Ok.. you got me there.. simulcasting and accurate voting repeater
systems really do need precision clocks but I would argue they only
need accurate time amoungst eachother.? I don't know if they really
need to be aligned to the world clock.? Anyway.
