If the folder exist it could be some issue about permissions.
If you Launch drats as aministrator, what happens?

I have the same problem in one old Lenovo T430s.? I am able to run D-Rats in another PC (Dell Tower) .? Editing of d-rats is not feasible as the error only produces a debug file.?
