Can you connect to it on port local host (127.0.0.1) running a d-rats client on the local host?

Still no joy ... called comcast, they do not block port 9000. When I try from the wan I get time out, from lan side I get connection refused. Linux and windows machine behave the same way. does not matter where I put the proxy server. I can connect to the without issue.
Really have not idea what is blocking the connection. any other ideas are welcome.
