Thanks for the suggestions but I still can't get D-RATS to run.
I get this error log ...
Enabled debug log
simplejson was not found. Geocoders relying on JSON parsing will not work.

Creating a file on the desktop called D-RATS Shared made no difference.
Any other ideas?
