You need to forward both ports 23 and 80 if not using Lutron's connect bridge If you have a Lutron connect bridge, no port forwards are needed

If the LEDs are dimmable, the 2DIM8 is fine. I have a house with over 250 LED loads and using 2DIM8 just fine. I set them up as Incandescent.

The program is sending commands which is why you see it in debugger. That doesn't mean your wiring is correct. If you want to see if the com port is actually transmitting, tie pin 2 to pin 3 and you
