I'd recommend Avlinkpro.? They can build custom SIP servers for any situation.

I saw such a state on some panels at different systems. In all cases it was the SD-Card. First two panels we did a RMA but the last 2-3 panels I asked TB to send us the cards and changed them onsite.

IME this is a common failure mode that means the panel is dead dead. You could try swapping the MMC with a known working one just in case the MMC is the issue but likely will need to go back home and
