I've looked into this myself and the only way I can see to accomplish what I want is to write my own app and have it run in the background of the target Android device; I haven't looked into iOS yet

Use the CM11a X10 (RS232) interface with the CM11a Crestron module. You won't get feedback, but I will do the on/off and dimming quite well.
