Just in case anyone is reading this and has the same issue as me...
I didn't find a "smoking gun" for the exact problem with this but I will say that after a reboot I spent a few hours trying to break it again and couldn't get it to freeze. The work around I implemented was the ability to reboot each decoder individually from the touchpanel, so this might save us some trips in case it gets stuck or something again. Wish I knew more but that's what I am left with currently.
