Is it a to a 2 series processor?? If so I have had this same issue many times, I think the official answer I received was to upgrade the processor. (like you can do that now....)? anyway i ended up rolling back to an older version of toolboox (around the 2.36) and it works.
From memory, if it is the same symptom, it would show the web project, can do other functions, just the upload button stayed greyed out.
