The Action number is only for actual commands: For example, Action 1 is set output level #OUTPUT,1,1,80,4,1\n - this will set unit ID 01 to 80%, 4 sec fade, 1 sec delay #OUTPUT,1,2\n - will just raise the level of unit ID 01 ... and so on.
The query command does not use the Action number, I believe.
