Looking at aprs.fi, it says that W9JUN-10 is BPQ and that it was heard directly via radio by 7 stations. If it was actually Direwolf transmitting when it was heard, that implies you are using the same

Probably, because EHLO is from ESMTP, it is not supported. Have you tried old school SMTP? A hunch says that BPQ does not do E(nchanced)SMTP.
