It will be created and shouldn't be edited manually. Use the Chat Config pages in the Web management (which will appear when you enable Chat). 73, John

Bob, As previously stated, it is native and you need LINCHAT in the config in addition to an application line. The following is the tail-end of my bpq32.cnf file that I run on a Pi 4 ;-----
