It will be created and shouldn't be edited manually. Use the Chat Config pages in the Web management (which will appear when you enable Chat).

Thanks for the snippets of the config files, can i assume that once ?the linchat parameter is in the bpq32.cfg file the chatconfig.cfg file will be created or is there a document that defines the syntax?

As previously stated, it is native and you need LINCHAT in the config in addition to an application line. The following is the tail-end of my bpq32.cnf file that I run on a Pi 4
?
;----- Applications -----
APPLICATION 1,BBS,,K9TSM-2,,0
APPLICATION 2,CHAT,,K9TSM-4,,0
APPLICATION 3,RMS,C 1 CMS,K9TSM-10,,0
?
LINMAIL
LINCHAT
?
?
Also, in the chatconfig.cfg file, the application number (ApplNum) must match the number in bpq32.conf. The chat config file is automatically generated so that shouldn't be a problem. But, if you start messing around with application numbers, it will mess you up.
?
Chat :?
{
? ApplNum = 2;
? MaxStreams = 10;
?
Hope this helps.
