You now have LINMAIL and LINCHAT duplicated in the config. Could it be that you have two instances of each started?
Can you be more specific with what mode and connect to what, etc?
Telnet is necessary only for a couple of reasons, but should normally not be used for user connections. So, just how are people trying to connect and what is the response they receive?
