Have you
checked the device manager for driver errors?

I have
found in most Windows Systems the device doesn¡¯t like M/S Driver Downloads, if
you do
have a M/S
Driver installed for the USB and/or Serial device I would update it from the
device
manufacture.
?
I have had
real problems when installing windows and it does a Driver download from M/S
?
