I think that what you need to do is to go to https://apps2.fcc.gov/fccUserReg/pages/login.htm and create an account, or if you already have one, request a new password on this page.

A few years ago, I ran into issues logging into the FCC's web site and
ended up calling their IT support. They were actually quite helpful and
friendly.
