In case the softening of the plastic is caused by oil
contamination,? soak the wheels overnight in Isopropyl alcohol,
then a good brush with an old toothbrush,? a final flush and dry
well before applying the glue

I would try to find
replacement drivers on eBay, either from a seller selling
Atlas steamer parts or buy a parts unit with the drivers
intact. If your drivers have actually gotten soft, which would
be caused by some substance that attacked them,like a non
plastic safe lubricant or solvent, gluing them probably won't
work permanently.
