Actually I could see some poor (very) uneducated collector paying maybe up

Even complete, even built, about 10-15% of that would be too much.
Sand Cast Bronze....you will spend a whole lotta time trying to get it smooth. Yeah, it can be done....I've done it.
No front cab wall, no lead truck at all, no trailing truck crossbraces or wheels, no drivers, no gears, no motor, not sure what the oval thing is (upside down) no crossheads or guides, no main rods, no valvegear at all, guessing value, as is, about $40-$100, depending on how stupid the bidders are.
I can see the seller's response now:

Just order out the missing parts!

It may have Pennline trucks but I believe what you have is a Bowser tender which isn't that rare.
I would go ahead with your MOW project.

I posted new pix in my album (mostlymetalmania) with my Rdg Bachmann Plus I-10sa 2-8-0..Amongst the biggest 2-8-0's ever built. Rated at 10,000 tons on the water-level Rdg main. A bunch got their boilers used to make the Rdg T-1 4-8-4's that ran in fan trip service til lately! heir to the Varney and Mantua models of same in that it was upgraded with a Mabuchi motor and idler gear by Bachmann and its the only other non-Brass Import of same. I added detail, thinned out a lot of cast on stuff, added tender pickup with Bowser trucks, a built-up coal bunker, DCC ,and a new paint job with Champ decals..also a Redball PRR R50 reefer that I bought in 1975 and finished this summer. Gotta be some sort of record there!
