Oops.? Sorry.? I remembered that the wrong way around.
If you pay in Euros, which is Richard's currency, there is no fee; there's just the currency conversion charge, built into Paypal's exchange rate... I think you can choose to use your card issuers rate instead, but you'll then get two separate things on your statement - one from Paypal and one from your bank / card company.
If you pay in a different currency, there's a charge, which seems quite high in proportion to the sort of amounts people will likely donate.
I started by trying to pay in GBP, which added on an unexplained charge, so I tried switching the currency to Euros, which made it disappear.
