As for my FT-847, I put a resistor in series with both fans to quiet them down. About 50 ohms if I remember right. Never had a problem and it's much quieter.

Yes, of course it is.
The adjustment is very touchy and if you are not careful or you will make things worse.

Your FT-847 is actually in spec. Per the manual the frequency accuracy for the 847 is at best 2 PPM. That translates to +/- 870 Hz at the center of the 70cm band, which is 435 MHz. If you want to
