It is possible that there may not be anything with the radio (best case scenario, right?).
There are two modes where the band switching buttons are disabled: the memory modes "MR" and "RX-M". The other vfo modes "VFO" and "RX-V". First thing is to press the "VFO" button on the front panel under the "------------SELECT-----------" label. Then retry.
If that doesn't work, I would next suggest unplugging the radio, removing the memory back batteries (behind the bottom cover battery "door"), waiting at least 2 minutes to clear the memory. and then replacing with fresh batteries. I have seen various HMI issues when there are no batteries, or if the batteries are marginal/dead.
If these don't work, we'll continue looking ...
