I know for a fact that there was no water damage.? I had some alkalines in it last year, and they went bad with minor battery acid damage.? The radio was working fine (and still is now),

You do not "have" to have your PL decode on for your radio. You need it if you want to listen only to that repeater. I prefer to not use PL decode because then I can hear if there is any atmospheric
