Is it possible that the repeater output has a tone that needs to be decoded to open up the audio, rather than simply on the input?? In my area we use the encode/decode option, meaning that not only do you have to enter a PL tone for the input side, but also for the output side of the repeater.? The reason we do end/dec is because we have two repeaters well away from us (including a digital repeater) that used to blast right into our radios with noise or conversations in other cities when the atmospherics were just right to cause FM ducting.? Until we put the decode PL tone into the repeater and our radios there were occasions when our club members simply turned their radios off, or listened to repeaters other than our main repeater.? This helped dramatically, so perhaps your repeater does the same with the ENC/DEC feature, or your radio may have the wrong PL tone set.? Since your scanner can hear the input side but not the repeater output side I am suspecting a PL tone issue more than anything.
