Maybe the club where he took his test can step up and Elmer those taking the test. Teach them the basic to get them going. If they are left to flounder around they loose interest quickly. Just my thoughts.

That's why I - and others - have created "cheat sheets" for fellow hams. Mine digests those 84 pages? into one-half of one page ...
PLEASE KNOW that the FT-60R is a great HT. And once you get yours re-set and programmed manually? with a couple local systems, you WILL derive pleasure from it!
