It is nothing to do with having an earth in the outlet, although you should use such if using earthed equipment. In Europe (where outlets are earthed) anything which is exposed and powered like track

I have it tested here with only 10cm length in H0. Also works, but that pre-requires your sections adjacent to S1 and S2 to also be suplied with a currecnt sensor.

IB-II has more capabilities which are comparable to the YD70xx. So JMRI can use that then.
Plain Digitrax does not have that much features.
