Yes.

The way it is stated in the Constitution I read it that way at least:

?

  • There will be a 50% penalty at 125% usage.
    • A 50% penalty will start at 125%
    • Other Settings include.
      • Ballpark effects, Draft League LH Pitcher Boost, EPC, Catcher Fatigue, Rain Delays

?

As I read it, “Usage” is stated there as being “all Usage” limiters.

In the 1964 YBL league file do the following ...

?

Click On>RULES>USAGE

?

Then ...

?

Click On>CLEAR AB/PA

?

Then reset the Usage Limit to 125% and the Penalty to Reduce Hits AndWalks By 50%

?

Click On>SAVE

?

Close the league file and reopen it and then Click On>Rules>Usage and the settings should?have held at 125% and 50% reduced effectiveness.

?

Attached find the 1964 YBL file with those settings.
