Donald, I just found that uploads are working from my laptop. Although I've been using my desktop for the past several years for uploading, something must have changed on it. I'll look into it tomorrow.
BTW I joined the owners forum, posted and got a reply from someone confirming that his free group uploads are working.
Yes I have checked settings and file uploads by administrator is enabled. I get the upload button and the box to drag & drop a new file. But when I click the ADD button after dropping the file, nothing happens.? I did see a note in help that they don't respond to emails from owners of free plans. Per your suggestion I'll try to join the owners forum.

This would be under ADMIN, SETTINGS, FEATURES.
there's a "files" section with a check box for allow photos in files. Above that
check box, there's a drop-down list under "Permissions." Without clicking on the
down arrow, what does it say in that box? You don't want to see "Files are
disabled" there. Even if you did have that there, I think you would not see ANY
files or even be able to get to them, but I'm not absolutely certain on that. I
think as a group owner you'd see them. If you joined as a regular member with a
different email address, if files were turned off, you might not see anything to
suggest there are files.
Other than that possible place, I don't know why your group doesn't allow you to
upload files.
I suggest joining the group manager's forum to see if anyone there has something
else that might be the problem. The next step after that is to file a bug
report. I can help you with that if it comes to this. Paying $220 won't fix the
problem, though it would get you access to support since Mark often ignores
support requests from free groups.
I did check in my group and there definitely is a file upload button.
