The O.S. is Windows 764 BitUiView32 is located directly on the C: Drive and NOT in the programs folder¡
You may not have it below Program Files, but take a look at the folder you have installed in¡ right-click, properties, security. If you can't spot it, go into advanced. Perhaps you have inadvertently increased the security of the folder or files in it.
