I've always read that rule as they get an extra dice which can only be used
for movement. Can be used at any point in their activation, like any other
dice. Simple as that.

Skirmishers get the bonus dice of movement when they're activated so they can always move 1d6 and then have their two actions as normal. You are free to use the two actions in any way you like.
