I have encountered this with other scopes, both a 2465 and a 475, both of which had dents in the corner of the outer metal case. When the rear plate reached the dent the case stopped sliding, hard!

What's the voltage on the DLY_REF_1 line itself? Does it recover if you disconnect P511? I seem to remember cases where the bypass caps on the A1 board have gone leaky and caused issues like this.
