Yes it does. Mechanically all is fine and and the resistors itself are also good. I spend the efford to pull them out oft he tracer and measure them with the highest quality Test gear we have at work.

The absence of -8 V is caused more often than not by a short. You should be able to check what's going into the regulator, thereby possibly avoiding a lot of disassembly of the circuits upstream.
