The relay exerciser I built was very different and based on 4000 series CMOS with a 4060 oscillator/divider and a 4049 to drive the relay. I believe the 4049 has protection diodes to clamp

I have now replaced the timing board with one from the parts-donor. This hasn't solved the problem, so I'm scratching my head again, because the behaviour of the "A INTEN" and "B DLYD"

Adding extra caps is certainly unnecessary, and most
probably not a good idea. It defeats what you are
trying to achieve.

It works fine from external power, but not from battery. Closer inspection
