The Tektronix 466 is the analog storage version of a Tektronix 465 so
the 465 manual that you linked will not be completely helpful. I do
not know how much they have in common.

From your video, it looks like it is missing any sweep which could be
caused by lots of different problems. A good place to start would be
the real 466 service manual and its instructions for measuring the low
voltage power supply voltages. That flashing and fogging of the CRT
when you fiddle with the storage mode controls is normal.
Before doing that though read the operating manual to get some idea of
how the controls should be set to generate any trace. The storage
control on the bottom should be set to NON STORE and the trigger mode
to the right of the CRT should be set to AUTO. You may need to adjust
the vertical position controls to the left of the CRT (mid position is
fine) and the intensity and focus controls under the left edge of the
CRT. Make sure the time base controls are locked together and set to
about 1ms. The X10 MAG button below the right edge of the CRT should
be out.

I have repaired 3 CRT arcade monitors thus far so by basic recapping and fault finding,
However i am little stumped as to where to start with this.
I brought it to learn how they work and gain some experience however i think it is broken i have taken a video of its symptoms if someone can point me in the right direction that would be fantastic, i pulled it apart to have a quick look and this thing has caps that are massive!
